NABU conducted searches related to the Dzvin system for the Armed Forces

The National Anti-Corruption Bureau (NABU) conducted searches of the former head of the communication forces of the Armed Forces of Ukraine – ex-head of the Main Directorate of Communication and Information Systems of the General Staff of the Armed Forces of Ukraine, Volodymyr Rapka, and the former head of the Department of Automation Development of the Armed Forces of Ukraine in the case of the Dzvin-AS automated troop control system. This is stated in the materials of court cases, on Monday, May 13, the publication Slovo i srava writes.
It is indicated that at the end of April, NABU detectives searched Rapko's residence and found a mobile phone there. It revealed correspondence with the former head of the Department of Automation Development of the Armed Forces, the former beneficial owner of Everest Limited LLC, as well as other persons. The specified phone was seized and recognized as physical evidence.
In addition, searches were conducted at the actual owner of Aikyuzhn IT LLC. His phone was also found, but it is protected by logistical protection. That is why he was arrested.
As part of the investigation of the case, the former head of the Department of Automation Development of the Armed Forces was also searched, and his phone and laptops were seized. On the equipment, detectives found chats and correspondence about the circumstances of the case, in particular about the procedure for the research and development of the Dzvin-AS automated troop control system and other data. From 2018 to 2020, this position was held by Viktor Artyhovych, and from 2020 by Oleksandr Zhitnyk. The premises of the Automation Development Authority itself were also searched and a number of documents and other property were seized there.
In addition, NABU conducted investigative actions against the former head of military representation #2461 of the Ministry of Defense Viktor Byvalkevich.
Together with him, they searched the former head of the department for the organization of the application of automated systems, Didivts M.V. Later, Didovets was hired as a senior design engineer directly at Everest Limited LLC. It was Everest Limited that was engaged in the development of Dzvin-AS.
According to the investigation, military employees of the General Staff of the Armed Forces, officials of Everest Limited LLC could seize and appropriate budget funds during the fulfillment of the terms of the state contract for the state defense order for the research and development work of the Dzvin-AS cipher.
During the investigation, it turned out that the military ordered the development from Everest Limited LLC, which had not previously engaged in such work. UAH 580 million of budget funds were spent on it, and although shortcomings were found in it, at the end of 2022, the Dzvin-AS automated combat control system was adopted by the Armed Forces of Ukraine.
Dzvin-AS is an automated combat control system developed by Everest Limited. The work on this project lasted four years, and the technical tasks were corrected 12 times during this time.
