Residents of the region were told about the new rules for car registration, driver training and traffic rules

by .Today, May 17, Deputy Head of the Administrative Police Department of Karaganda Region, Lt. Col. Yelzhas Zhartybayev, spoke about important changes in Kazakhstani legislation related to the rules of vehicle registration, driver training, and traffic rules.
The corresponding changes entered into force on April 23. Lt. Col. Yelzhas Zhartybayev spoke in more detail about the changes at the briefing.
"The following changes have been made to the rules of vehicle registration and driver training: it is possible to re-register state license plates of increased demand from the owner to parents, children, spouses who are in a registered marriage. The initial registration of the vehicle will be carried out exclusively with the help of the electronic technical passport of the vehicle. A requirement for the mandatory presence of a notarial power of attorney to perform registration actions in the absence of the vehicle owner is being introduced. Mandatory inspection of TOR by authorized employees of the Internal Security Service (criminologists) is introduced during registration actions in cases of their initial registration, conversion, color change, etc. A total of 53 amendments were foreseen, including editorial and clarifying ones," said Yelzhan Zhartybaev.
From April 23, when registering a car at the special center, a document confirming ownership of the vehicle, certified by a notary, must be presented. That is, a certified sales contract. The changes are aimed at ensuring the transparency of public services.
If citizens do not want to notarize a car sale agreement for re-registration, they can re-register the vehicle online through applications of second-level banks or through the electronic government portal eGov.kz using EDS. Written forms of the agreement, as before, will be drawn up at motorist service centers. And when the Government works out the functionality for citizens, EDS will also begin to register cars in special centers. Written sales contracts will be accepted only if they are notarized.
Also, on April 23, the abolition of self-training for the right to manage the MS for categories A, B, subcategories A1, B1 was introduced. From now on, future drivers will not be able to study traffic laws at home and come to the exam. Potential drivers must first learn from driving schools. The Ministry of Internal Affairs explains this innovation by the need for the best training of drivers.
In addition, on May 6, changes on responsibility for crossing a single solid marking line entered into force. Now entering a two-way road with two lanes separated by road markings and marked with a 3.20 "No Overtaking" sign will qualify as entering the oncoming lane. According to the legislators, this norm will reduce the number of accidents on Kazakh highways.
Also, bus drivers will be able to drive in urban conditions at a maximum speed of 50 km/h. In addition, disabled people of the 3rd group with musculoskeletal disorders will have the right to place a sign ("disabled" car sticker). Such a sign gives drivers with disabilities the right to stop in specially designated places in parking lots, as well as to stop in places prohibited for parking.
